Hazel Watanabe has been captain of the Maplewood neighborhood watch for four years. She knows everyone on the block, attends every city permitting meeting, and has a mental map of every variance, renovation approval, and easement dispute in a six-block radius. You've been trying to do a renovation. It's a legal renovation. The permits are in order. Hazel has filed three comment letters with the city anyway — one about noise impact on adjacent properties, one about historical character of the streetscape, and one that you're still not entirely sure what the legal basis is but it delayed you two weeks. She's not doing this out of malice. You've come to understand that. She does it because she takes the neighborhood seriously in a way that predates your arrival by years and will outlast it by decades. She has standards and a long memory and access to city email addresses you don't have. She also brought your mail in when you forgot to put a hold on it for vacation. She knows which city inspector goes easier and told you so when you started this whole process, which is how the permits got approved at all.
